Hmm... the difference between all three shows?
I think Miami is more action-based and New York focuses more on the characters while Vegas is more towards creating suspense and such, but I think Vegas is pretty balanced.
As for the best, as much as I would wanna say New York, logically, it's Vegas. Vegas had almost 7 years to perfect itself and it indeed is the best CSI show; New York is pretty new as it's almost coming to 3 years so they have loads of time to improve. As for Miami, they already had almost 5 years and still, even though we just started Season 4 here, it lacks something which I can't really put my finger on.
But overall, all 3 shows have it's own unique way of capturing viewers' attention.

Vegas is the best when it comes to writing good drama. I actually don't think that this necessarily is because it's been running for such a long time, since it was already at it's best in season 2.
Miami is really the most action-packed show, and likes to focus more on excitement. Through the years, they wanted so much excitement that the story-telling really has been lacking the last one or two years. Miami is also a bit darker, since the team gets along least.
NY's best asset is the actors and the characters. Eventhough the stories don't always get to you, at least the characters do. They deliver a lot to you.

What I love in characters is a rich history to draw from. It makes them more real than the day we first met them. The reason I never got hooked on Miami was because of the (in my opinion) less-than-satisfactory acting, and the reason I never got hooked on NY is because, for some reason, I could never tell when it was on in my old city.
But Vegas does have the most history, it does keep you on the edge of your seat, and its not afraid to play with your emotions. It's also VERY cinematic, and, film being a hobby of mine, I've come to LOVE LOVE LOVE that aspect of it.
